An Alert for Keir Starmer from His Personal History: If You're Not Bold on Britain's EU Exit & Europe, His Party Challengers Shall Be.

Seven years ago, a mere a short phrase to energize a Labour conference and to show the party was falling out of love with its then leader. Although not precisely stirring rhetoric, the phrase were greeted with wild cheering as delegates rose in an impromptu ovation.

As the commotion died down, the then-Brexit spokesman, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding staying in the EU". But context is everything.

In that darkly divisive time in 2018, straying from the prepared script like this was inevitably viewed as issuing a challenge to the party leader, who sought to prioritize Brexit voters in working-class seats above the pro-European instincts of his party. With that single address, this seemingly cautious opposition Brexit spokesman was transformed – albeit temporarily – into a political gambler who championed most Labour MPs, members and voters against a leader he would later replace.

The Shift of Stance & Closed Issues

In the years since, much has happened, especially for Starmer himself. One of his first acts after taking over from Corbyn in 2020 was declaring the EU question had been settled by the 2019 general election. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade rejoining the EU, the single market or a customs union.

Similar to Corbyn, his strategy has focused on winning pro-Leave voters in key seats, even if polling evidence suggests many of them have died or changed their minds.

Pressure Building on the EU

However, the tables have turned and Starmer is now to be an embattled Labour leader. And, if EU relations may not be the central crisis of British politics, the cap which was tightly sealed since Brexit is starting to loosen once more.

The Prime Minister and Chancellor have ramped up the rhetoric regarding the damage caused by Brexit has inflicted on the UK’s economy. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and remains his only real achievement.

And yet, the extent of the economic harm, reportedly has resulted in a national economy that is between 6% and 8% smaller than if it were still in the EU, dwarfs the minor adjustments thus far implemented by the government. Starmer’s so-called re-set deal negotiated with the EU in 2024 offers economic benefits measured in low decimal points.

Internal Pressure & Bolder Ideas

The chancellor is among those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling youth mobility scheme by which young people can move between the UK and the EU for work or study.

The deputy prime minister muses openly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the powerful finance committee, recently supported an opposition proposal on joining one.

While the Europe minister, who oversees EU policy, now present at every cabinet meeting, maintains the firm boundaries are still in place, there exist avenues to work around them. A proposal would be to announce the start of negotiations now on a much bolder deal, for inclusion in the following election platform, to be enacted only after securing a fresh mandate.

The Prime Minister's Deep-Seated Scepticism

Yet, Starmer has most recently pouring cold water again cautioning that rejoining a European customs area could undermine the commercial agreements with America, which he regards as signature achievements of his government.

Reportedly that the PM’s scepticism run even deeper, stemming from three further factors.

  1. Firstly, he believes a customs pact is now much harder because his ministers actively diverging from European rules in numerous policy areas, like environmental standards.
  2. Secondly, the exorbitant price set for the UK for entry into a European defense initiative and the ensuing failure in talks has led UK negotiators that European nations are less interested in offering favorable terms with Britain than in proving that Brexit does not work.
  3. Thirdly, the new US national security strategy, which has been welcomed by Moscow, is seen by key advisors in Number 10 as grounds for the UK to maintain distance from Europe.

A Bizarre Document & Strategic Considerations

This strange and concerning American strategy paper claims Europe faces “civilizational erasure” due to immigration. It contains a single mention to Britain, placed beside a proposal that the US government may interfere in our politics to encourage the rise of “patriotic” parties.

But, far from concluding that this renders America an unreliable partner, ministers reportedly fear that deeper EU integration could upset the global balance by risking precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation and The Echo from the Past

All of which brings us back to the conference of 2018. Starmer has always said his speech was not an attempt to become leader but simply an effort to keep open the possibility of staying in the EU in a future vote. Indeed, back then, Starmer still favoured a tailored trade agreement similar to the one he now appears to be opposing.

Observers within the Prime Minister's office note that Wes Streeting, widely considered would stand for the leadership, is among a clutch of cabinet ministers letting it be known they want to go further regarding the EU.

Staff for the Deputy Prime Minister, another likely contender in a future race for the top job, maintain she won’t discuss her position regarding a customs pact as it would merely “escalate unhelpful speculation”.

The Clear Danger and A Prudent Memory

The danger is obvious. If Starmer rules out significant moves towards a close relationship, he cedes ground to claim the territory where most of Labour MPs, members and voters reside.

It would be wise of him to recall the effect that a short phrase had on his career seven years ago. Potential pathways for a major proposal on EU relations which the PM ought to consider; he should prise them open himself, before someone else adopt them as their own.
